We followed fifteen erosion and buffer complaints in Gilmer County — every one handled by EPD's Mountain District — from filing to outcome, using the State's own public Complaint Tracking System. Thirteen closures. Zero enforcement actions, zero fines, zero restoration orders. The recurring language, from the State's own records: referred to the county… primary jurisdiction… no observable violations at time of inspection… exempt activity… duplicate complaint. Two complaints that remain open have no public investigation entries at all. When every road leads to a closure and none to enforcement, the question is no longer any single complaint — it is whether the buffer protections of O.C.G.A. § 12-7-6 are being enforced in this county at all. That question is now before EPD's leadership in writing.
